The
NAI and Archis Interventions are jointly organising a debate in Prishtina,
Kosovo, in the Debates on Tour series on 25 February 2010. An illegal building
boom has been going on in Prishtina since the arrival of NATO at the end
of the 1990s. As a result, around 75% of the buildings in the city are illegal.
This proliferation has led to unsafe situations, and in terms of urban planning
the city has become extremely incoherent. The Prishtina local authority is
preparing a large-scale legalisation process in which the participation of the
residents, users and owners involved is essential.
This
debate is thus about resident participation in urban planning and
transformation processes.
The
NAI intends this debate to contribute to the discussion of legalisation. It is
presenting a number of experts in the field of citizen participation in
planning processes. These experts are Marcel Musch from BVR Adviseurs
Ruimtelijke Ontwikkeling and Wilma Ruis from De Beuk organisatieadvies. To
introduce the debate they will both give short lectures on a selection of their
projects that have an affinity with the situation in Prishtina. Ole Bouman,
director of the NAI, will reflect on the theme and the local situation as well.
The
mayor of the city, Dr Isa Mustafa, will also deliver a short lecture before the
debate gets under way to explain the situation and the imminent legalisation
process. A panel of various colleagues from Kosovo will take part in the debate
too.

On 25 February 2010 the NAI and Archis Interventions organised a Debate on Tour in Prishtina, Kosovo. The subject of the debate between Dutch and Kosovan experts was civilian participation in the planning of urban public space and new planning tools.
